Some Missouri counties are still not issuing marriage licenses to same-sex couples despite last week's Supreme Court ruling, and an advocacy group is threatening legal action to force compliance.
Katie Stuckenschneider of St. Louis-based PROMO, which advocates for lesbian, gay, bisexual, and transgender equality, says the organization is working with the American Civil Liberties Union, weighing possible lawsuits.
PROMO's website includes a map of Missouri's 114 counties, showing about two dozen still not issuing licenses to same-sex couple. Many say they are simply awaiting new license forms or legal clarification.
But the recorder of deeds in sparsely-populated Schuyler County in northeast Missouri refuses to grant licenses to same-sex couples based on religious grounds.
