The Missouri secretary of state says this year's ballot will not include a proposed constitutional amendment clearing the way for a photo identification requirement at the polls.
State lawmakers developed a ballot summary when they approved the measure.
However, a trial judge struck down the summary, calling it insufficient and unfair. The Jefferson City News Tribune reports that the secretary of state's office says the Legislature's failure to rewrite the summary means the constitutional amendment will not appear on the ballot. Lawmakers adjourned last week.
The proposed constitutional amendment would have allowed separate legislation to require a photo ID to vote and to allow an early voting period. The measure sought to get around a 2006 Missouri Supreme Court ruling that declared a previous photo ID law unconstitutional.
