Missouri’s General Assembly has passed legislation that would limit city governments from passing certain policies.
The bill, which is awaiting action by Governor Jay Nixon, would restrict cities like Columbia from implementing an ordinance banning plastic bags. It would also prevent efforts like one in Kansas City that would approve increases in employee benefits.
The bill also includes a provision which would prohibit city governments from implementing a “living wage” higher than the state wide minimum wage.
Cities with different local minimum wage requirements in place before Aug. 28 would be exempt from this new law if it does pass.
Columbia City Council member Laura Nauser feels that it is more effective for local governments to decide on local laws.
“Local representatives have more accountability to the citizens because there is much more easy access to us. My constituents can call me on my cellphone seven days a week and talk to me personally. They don’t have to go through a staff person or any other individual to get through to me,” Nauser said.
The majority Republican General Assembly passed the bill. Supporters argue that the bill would still confirm local control by giving more choice to the businesses and consumers instead of local government.
