Even Secretary of State Denny Hoskins acknowledges that last Thursday's decision may make future redistricting pushes much harder to pull off, since opponents could use the referendum process to block implementation.

The court will hear three cases involving ballot initiatives Wednesday that must be decided by Sept. 8.

Although the court has viewed gerrymandering of legislative districts as a practice that deprives citizens of fair representation, it's also thrown up its hands when it comes to policing the practice.
